Our History
MaineWorks was founded with a simple but powerful mission: to create meaningful employment opportunities for people rebuilding their lives after incarceration, recovery, or homelessness. What began as a small, values-driven staffing agency has grown into a statewide movement for second chances. We partner with contractors, municipalities, and businesses across Maine to place dependable, job-ready workers on projects that matter. Over the years, we’ve helped thousands of Mainers access steady work, reconnect with community, and move forward with dignity and purpose. Our model is rooted in compassion, accountability, and real-world results—and we continue to grow because our workers show up, work hard, and prove every day that transformation is possible with the right support.

Our Team

Margo Walsh
Founder, Owner
Margo Walsh has over 20 years of experience in recruiting, staffing and employee development. Recruiting for the Investment Banking Division within Goldman Sachs, Margo worked to develop the Diversity Round Table in order to provide mentorship and assimilation support for people of diverse backgrounds. For ten years following she recruited for the rapid expansion of the international human resources consulting firm, Hewitt. While at Hewitt she worked to incorporate the curriculum of the American Institute for Managing Diversity and targeted recruiting for Asia.
As a consultant, Margo travels extensively to discuss the challenges facing Americans struggling to earn even meager incomes and accessing the social services they deserve. In 2014 MaineWorks was recognized as the most successful innovative business in the State of Maine by SCORE. Margo Walsh was honored as one of five Women to Watch by MaineBiz Magazine. MaineWorks is featured on the video for the Federal Minimum Wage Campaign.
With a passion for economic and social development, Margo has steered MaineWorks to recently receive Certification as a B-Corporation which demonstrates that her for profit-company has a specific and measurable social mission.
Margo grew up in Cumberland, Maine and graduated from Waynflete School in Portland. After earning a BA in Psychology from Wheaton College, Margo moved to New York City and began a career in College and MBA recruiting.
Margo consults extensively with State agencies, organizations and individuals interested in developing or incorporating the MaineWorks business model or its unique social mission.

Wesley Salvucci
Director of Operations
Wes is a dedicated field operations leader at MaineWorks, where he plays a key role in supporting job seekers—particularly those in recovery or reentry—through meaningful employment opportunities. With a hands-on approach and deep commitment to community impact, Wes helps manage job placements, build relationships with employers, and ensure every worker has the support they need to succeed. He is instrumental in expanding MaineWorks’ reach across the state, bringing structure, empathy, and accountability to the forefront of the staffing experience.

Cecil Solaguren
Business Manager
Cecil Solaguren joined the MaineWorks team in 2016 first as a Laborer, then as a Field Operations Manager, and currently as our Business Manager managing all back office functions. Cecil has over ten years experience in project management and skilled trade labor. After earning a degree in job site management, he was a Heavy Equipment Operator for Dodge in New Hampshire. Expanding his expertise outside of skilled trade labor, he also earned a certification in Cisco Systems networking, a degree in Computer Science, and has a background in retail management. Cecil is an avid auto enthusiast and spends his free time doing anything related to the automotive industry.

Jack F. Davies
Finance
An early employee at MaineWorks, Jack drove the employees to their respective job sites before he went to high school in the morning. He has a deep understanding of and compassion for the struggles of people in recovery and reentry facing obstacles to employment. Jack has a degree in Finance from the University of Denver.
